Buying a dozen or so large Chests for my house storage.

Can anyone tell me what a top of the line medable armor with high luck and high resist would cost?  Maybe I should just buy some if its available.  Then insure it. 

K heres the deal.  Maybe im lazy i dont know but I do spend at least 5 hours per day here on Sylvan.  But:

Today I had the worst luck ever.  Im not blaming anyone but my own self.  Me and  a bud went to do some tchests.  Nothing hard and things were going very well then, I had a client crash and died at the chest with some spawan around it.  Needless to say I kept trying to reclaim my loot pack since i didnt  spend the time or gold to insure things I really valued.
It took me a week at least shopping and checking every weapon and piece of armor to  find Medable armor with an armor rating of 70 for the full set of various colors of leather.  Also, I lost a repeating dragon slaying bow and jewelry.  With the armor and jewelry I had luck of around 450 and ar of 70.  I would give my eye teeth and a pile of gold if someone happened to have some stuff laying around that they would be willing to sell.  If not ill do my best to keep my eyes on vendors and loot packs and replace it over time but I hope to avoid the delay in getting back into a more challenging game.

Well, Im gonna ask the big question.

What is in "your opinon" a viable character build if you like to do quests and wish to fight higher end mobs?

What start out skills?
What effort gained skills after the start out template? 
How high for each skill you think the character should have?
What stats?

What is the best method in your opinon for gaining such skills?

I really want to spend the time to build a great character.  There is nothing worse than seeing someone ingame trying to get to they body and dieing again and again and again yet I cannot help them.  Im tired of doing so myself and Im tired of wanting to help but know that if i offer my corps will lay face down in short order. (usually one hit)

The land is huge and seeking quests can be quite daunting.  Is there an area either here on the forums or ingame where a player can at least find a list of quests and the general difficulty.  My toon isnt even close to having his str and dex  up yet but early mornings is generally when i play and being the pop can be anywhere from 1 (me) to 5 it can be a bit lonesome.  I think if i found some quests that are doable solo at my skill level (bard/mage/archer around 105 skills) Id have a good time.  Help?

Well, ima newby here so i probably dont know what im talking about but here it is.

I spend a large amount of time looking for various items that are not sold on npcs like rune books, blacksmith deeds for forge and such.  There is one large vendor that I have a rune to as it came with my newby rune book when i started here but there must be others.  The rune library in Magencia has a book with runes to player vendors but out of all of them I think maybe 2 have vendors and the rest are either empty spots without a house or there is a house there but no vendors.  Is it possible to get an updated book placed in the library.  Maybe a chest that players can drop a rune to their vendor in and when staff is near they could drop it in the book?
Im currently trying to bring another player here that enjoys nothing but running vendors.  Hopfully that will work out also.
