Well the runes are augments and they are for weapons and shields, they will add a special attack. As far as the fire dude that you were fighting in tok he was one of the sylvani i beleive they are called. He can be beat, but he has a magic barrier around him so he cant be physicaly damaged, you need to attack him with magic untill his shield is gone, then you can either continue to kill him with magic or pound him with weapons. I personaly just do both. Best fighting team against him is a tank to take the hits from him and a druid to case volcanic eruption over and over on him. But the quest reward for him is well worth it :-D But you dont get it from killing him, you have to turn in the stuff you find on his body after you kill him to finish the quest. But i wont tell you were that is over the forums, lol.

Correct, augments don't take a skill past 120 no matter what skill it is. The only point to them is to save your skill points for use elsewhere.
