I recently crafted myself a set of elven leaf armor (made through the tailoring system) and apparently you can't stealth if you're wearing the chest piece. Any clue why that is when leather crafted armor is supposed to be stealth armor? I know the blacksmith armors aren't but this was made from leather. And yes both my hiding and stealth are 120 and have had no problem in the past with stealthing until I made the elven armor.
It might be because the "armor base" is higher. I may try to go back and change that since you've mentioned it.
This should now be resolved. In addition to this, other elven armors including elven plate armor should now be "lighter" as well.
