Additions, changes, and fixes

Thanks to Llewellyn remote access is working again and with it comes a number of additions, changes, and fixes that have been piling up!

Added a Librarian npc vendor to sell the npc books

Caused gun boats and galleons to deal more damage to monsters instead of players since we are mostly a pvm focused shard at the moment.

Made galleons deal more damage than gun boats.

The SOS treasure chests can now land at the feet of the fisherman if their pack is too full!

The tailor BODs for shoes should now be repaired.

The Tokuno Peddler was causing crashing and should now be repaired.

Custom regions where it is meant to be dark and disallow nightsight should now work to make things dark correctly even against precasted nightsight spells and nightsight on items.

Oh! I almost forgot! The reward barrel now buys treasure maps at 1000 gold per level. The maps can be dropped onto the barrel one at a time or in groups as just random parts of your loot in your loot bag
