Does Arms Lore affect the items that are made by crafters in this shard?
Is it worth raising that skill?

Arms lore has no use for the items you make.  I am unsure of a real use for it.

Arms lore LITERALLY does nothing other than shows you what condition something is in.

Arns lore used to have a use, other than helping raise stats, but this was all before the wonderful mess called Age of Shadows.

On OSI after Modain's Legacy, arms lore does what you said, affect items made by crafters.
