Guild Stones?

I havr madf several attempts ingame to inquire or create a guild, yet unfortunately, I have had little luck with this.

Oddly enough though, I remember seeing a vendor that had Guild Stone as one of the buyable deeds.

Please let me know where or how to go about getting one of these.
